As instructed I forward to you the following copy of a resolution dated 28th ult: and regarding the smuggling of Morphia into China, resulting in widespread abuse, and stating that the traffic is declared impossible to suppress, the Committee strongly urged that the British Morphia factories be taken over at once and controlled, and that due care be given for the reduction of the poppy acreage in India so that the production of these drugs may be strictly confined to medicinal proportions.
